You pay for enforcement capacity — not seats-as-tax. Each tier raises two things: the volume of governed requests the platform actively enforces over, and the structural room to grow (tenants, users, projects, keys). Everything that makes ThinkNEO a control plane — inline policy blocks, budget hard-stops, cost visibility, the agent monitor — is in every paid tier from $4.99. Higher tiers don't unlock the product; they give you more room.

Observability and alerting see a bad action once it's already happened. Prompt guardrails inspect output after the model generated it — after you paid for the token. ThinkNEO evaluates the action inline, in the request path, and blocks a disallowed one before it executes — fail-closed. That's the line between watching and control.
How requests and limits behave — the honest version.
- Included requests (25k–500k): within your monthly allowance, enforcement is active. Go over and enforcement eases into Monitor mode — your calls keep flowing, your policies keep observing, nothing is blocked or dropped — until the month renews or you move up a tier. Your traffic never depends on us to stay up; ThinkNEO is never a single point of failure.
- Budget hard-cap (you set it): this one does stop. When spend hits the budget you configured, ThinkNEO blocks further paid calls until you raise the cap or the period rolls over — the one limit designed to halt spend, deliberately opposite to request volume, which never cuts traffic.
- Structural limits (tenants · users · projects · keys): hard caps — reaching one blocks creating the next with an upgrade prompt; nothing you already have stops working.
- No metered overage. Going over is a signal to upgrade, never a surprise charge.
